Scintic Cognitive Dynamics was established in 1987 following the acquisition of Meridian Cognitive Sciences Group, a private behavioral research organization with contracts across four government clients and seventeen years of proprietary longitudinal population behavioral data. Real-time monitoring of population-level social cohesion indicators across 62 countries, combining behavioral signal data from Digital Intelligence Division with Cognitive Dynamics' proprietary attitude measurement instruments. When cohesion index scores fall below client-specified thresholds, HARMONIQ automatically triggers remediation interventions through integrated broadcast and digital delivery channels. Response latency from anomaly detection to intervention deployment: under 72 hours. Client governments receive full dashboard access and intervention override capability.
MERIDIAN-X represents the next generation of Scintic's neurotechnology broadcast integration platform, moving beyond passive subthreshold signal delivery to direct neuro-stimulation via modified broadcast transmission infrastructure. CLIENT FRAMEWORK
Scintic Cognitive Dynamics serves national government clients, specifically interior ministries, national security agencies, and public health authorities with mandates that include population stability management. Commercial engagements are accepted for behavioral analytics and prediction modeling only; population-facing intervention capabilities are reserved for government clients exclusively.
All population-facing program engagements require execution of the Scintic Cognitive Dynamics Sovereign Services Agreement, which includes indemnification provisions, mandatory confidentiality covenants, and acknowledgment of applicable ethical review limitations. Program parameters are co-developed with client governments within the bounds established by the Scintic Scientific Ethics Committee.
