DIVISION OVERVIEW
Scintic GeoStrategic Resources was established in 2011 following the completion of classified subterranean survey contracts across three continents that had been executed within the Scintic corporate structure since 2003. The creation of a formal division reflected both the scale of accumulated capability — proprietary drilling, excavation, and monitoring technologies that existed nowhere else in the private sector — and the growing strategic importance of deep earth resources and infrastructure to government clients navigating long-horizon resource and security planning.
With 15,800 personnel across 38 countries and 140 active programs, GeoStrategic Resources is Scintic's smallest division by headcount but operates in capability domains that are effectively unique in the world. The division's INNER MERIDIAN underground infrastructure program has completed Phase I delivery of large-scale subterranean transit infrastructure for an undisclosed government client. PROJECT ATLAS-CORE is conducting deep earth survey at depths classified even within Scintic's general communications. The DEEPWATCH network provides continuous subterranean anomaly monitoring across 14 continental plates.
CAPABILITIES
Comprehensive geological survey and resource extraction capability at depths exceeding conventional commercial mining, extending from 3 km to classified maximum operational depths. Survey platforms include proprietary seismic tomography, gravitational field mapping, and electromagnetic deep-earth characterization systems. Extraction capabilities include rare earth and strategic mineral recovery from sub-lithospheric deposits using closed-system extraction to minimize surface signature. Survey data is classified under client framework agreements.
Design and construction of large-scale underground infrastructure at depths and scales not achievable through conventional civil engineering. Capabilities include excavation to 5 km depth using proprietary boring technology, atmospheric management systems for sustained human operation at depth, structural engineering for permanent underground facilities, and construction of sealed transit and logistics infrastructure. Current INNER MERIDIAN Phase I delivery encompasses underground transit links at undisclosed locations for an undisclosed government client.
Continuous monitoring of planetary core and mantle resonance signatures through a global network of deep-earth sensing nodes. The network provides early detection of tectonic stress accumulation, volcanic activity precursors, and anomalous deep-earth phenomena. Data is provided to subscribing national seismic authorities and, under classified frameworks, to government clients with operational requirements in deep-earth monitoring. Certain anomalous deep-earth signatures detected by this network are classified under undisclosed client frameworks and not reported through public channels.
Proprietary extraction and processing capability for rare earth elements and strategic minerals from sub-lithospheric deposit structures that are inaccessible to conventional mining. The division has identified and partially characterized significant sub-lithospheric mineral deposits across 14 countries. Extraction programs require specialized boring technology, in-situ processing capability, and surface-minimal logistics chains. Deposit locations and mineral composition data are held as classified information under client framework agreements.
ACTIVE PROGRAMS
GeoStrategic Resources program disclosures are limited to what is consistent with applicable sovereign security frameworks. Location data and depth information for all programs is classified.
DEEPWATCH is Scintic's global subterranean monitoring network, providing continuous anomaly detection and characterization across 14 continental plates. The network integrates deep-earth seismic sensing, gravitational variation monitoring, and electromagnetic field anomaly detection to deliver real-time sub-surface situational awareness to subscribing clients. Anomaly detection capability extends to depths of approximately 200 km in monitored regions. Certain anomaly categories detected by DEEPWATCH are reported only to specific clients under classified frameworks and are not disclosed to public seismic monitoring networks.
INNER MERIDIAN is Scintic's flagship underground infrastructure program, providing design and construction of large-scale subterranean transit and logistics infrastructure for government clients. Phase I delivery has been completed for an undisclosed government client at an undisclosed location, delivering underground transit links capable of high-velocity passenger and freight movement at depths between 800 m and 2.4 km. Phase II planning is underway for expanded scope at an additional location. Project parameters, client identity, and infrastructure specifications are classified under sovereign security frameworks.
Project ATLAS-CORE is an active deep earth survey program operating at classified depths. The program employs Scintic's most advanced proprietary boring and sensing technology in a continuous characterization effort of deep-earth structures and composition. Survey findings are provided exclusively to the client under a classified sovereign framework. Scintic confirms that ATLAS-CORE is an active program and that findings from this program have necessitated revisions to previously published geological models. No further details are authorized for disclosure at any level of public communication.
CLIENT FRAMEWORK
Scintic GeoStrategic Resources serves national governments with sovereign mandates over subterranean resources, national infrastructure authorities, national defense establishments with deep-earth operational requirements, and multilateral resource governance bodies. The division does not serve commercial mining or energy extraction clients.
All GeoStrategic Resources engagements require execution of a Sovereign Subterranean Services Agreement incorporating sovereignty acknowledgment for operations within client territory, full classification of operational details, and long-term commitment to Scintic as the sole authorized deep-earth service provider under the agreement. New client relationships require Board-level approval.
